I disagree. The IETF is already discussing these issues and seeking
solutions. Since this is a longer term issue that does not need a
solution within 12 months, and may need vendor support in changing
routing software, it makes more sense to take this discussion to the
IETF working groups. Remember that an IETF WG is only as good as the
people who participate. 

ARIN and the other RIRs really don't have the mandate to solve this
problem of the value of routing table slots or the increased consumption
of routing table slots. The IETF created the problem in the design of
its protocols and the IETF is the place to fix the problem.

Discussing these issues on PPML only devalues ARIN by focussing
attention away from issues which ARIN can deal with.
