Kevin,

You should re-word that last sentence. It took me several
read-throughs to catch the distinction:  "directly assigned" = end
user = not allocated where the ISP can reallocate and reassign. Maybe
add "End-user" to the front of the sentence.

Other than that, I'm neutral on this proposal. There are others on
this list in a better position to say and I'll defer to them.
