If there is no consensus on what to do with the IPv4 blocks held by the
legacy holders after 20% of the Internet has become IPv6 only, then
there is absolutely no point in proposing any further policies dealing with
IPv4 runout, because people really honestly don't want to switch over.

The IPv4 runout has become Somebody Else's Problem, and as long as it
is such, Somebody Else is going to solve it.

Hopefully you read Douglas Adams so you get the reference.
