If I set up an IPv6 web server for virtual hosting, do I qualify under 

That's under "internet services" and one could say "justify intent to 
announce ..." (does ARIN have a way to validate that justification?).

I think the policy meant to refer to providing IPv6 _connectivity_ 
services to other organizations..(?)
