[ppml] Policy Proposal 2007-13: Removal of ISP Immediate Need from End-User

This also removes micro allocations from end users, which doesn't seem 
to be the intent.  

I agree that we should delete the phrase "immediate need [] or"
from section 4.3.4 so that it reads

"End-users may qualify for address space under other policies such as
