[ppml] Policy Proposal: IPv6 Policy Housekeeping

I support this policy proposal as a whole.  I haven't closely looked 
through each and every point, but I agree with the sentiment that any 
items that may be controversial should be pulled out as their own policy 

Thanks for doing the legwork on this.  Some cleanup is badly overdue.
