I support this policy proposal. I think it strikes a good balance,
encouraging legacy holders to sign an RSA in exchange for the right to
continue using the space they were assigned. It does not, AFAICT, give
legacy holders any new rights, and is narrowly constructed such that any
future reclamation incentives (such as allowing address transfers) can
be restricted only to record holders demonstrating efficient use of
their space.
