I don't know how to define officially.
But it was an issue that was addressed many times 
during the work of the Working Group on Internet Governance.
Beside that, it has been an usual  topic in many 
inter-governmental forums in the last year or so. 
I.e.  the GAC of ICANN, in which the issue has 
been in the agenda since the Marrakesh meeting in 
2006, but also in many other forums.

I think that some governmnets are following this issue very closely.

Is there any concrete proposal?. No yet, and I 
hope that it continues in this way. But in depends on what we do.
