[ppml] Policy Proposal: IPv4 Soft Landing (version 2.0)

As mentioned before, I support the IPv4 Soft Landing proposal. I would
agree with David that:
* The IPv4 Soft Landing proposal will not significantly impair
networks' ability to obtain IPv4 space.
* The proposal will encourage/require adoption of IPv6 where
appropriate, thereby reducing demand for remaining IPv4 space.
* The IPv4 Soft Landing proposal and the Decreasing Exponential
Rationing proposal are sufficiently different that they should
remain separate proposals. I believe that they are somewhat
complementary/orthogonal, in that either or both could be approved
independently, depending on how we want to manage the IPv4 runout
phase.
