we went through this with the ivtf some years back, and made very clear
that forwarding and routing on all 128 bits were mandatory.  there
should not be a problem in this space.
i am not aware that any of us who use 126/ for p2p links, and insert
them into is-is, use them as bgp next-hops, etc., have run into any
problems.
