Since most IPv6 LIRs will *NEVER* come back for a second allocation,
there is currently no requirement for them to meet the HD Ratio in their
allocations. You are adding this requirement by saying that *ALL* LIRs
must meet the HD Ratio.

Wrong. They would report it when the policy tells them to report it.
Since the policy does not currently exist, they don't have to report
anything, but other number allocation organizations require their number
holders to provide monthly reports showing numbers used, numbers free,
and numbers waiting to be free after customer cancellation. Also
estimated runout dates.
I'm not arguing for or against reporting.
