Fascinating Randy.  I guess you've never bothered to read ARIN's
Number Resource Policy Manual.  You may find this section entertaining.

Of course, in your own presentation on the formation of ARIN you
point out on side #7 that your ARIN allocations will have to be
justified technically, and that actual engineering plans will be
used.
