[ppml] APNIC policy proposal to create a regulated market in IPv4 addresses

For anyone who missed it, Randy's link below is a policy proposal
currently being discussed by APNIC's PPML equivalent (sig-policy) that
would create a regulated market in IPv4 addresses, and would allow APNIC
IP space to be divided up and transferred in blocks as small as /24.
