as to that unsupported claim, the community could use the open policy
development process to liberalize things, or the community could use
the open policy development process to tighten things up.  this is not
a strict one-address-one-vote democracy.  it'll be very interesting to
see what kinds of proposals come onto the field and which ones are
welcomed.  not everyone expects to be able to afford "market pricing",
especially considering issues like globalization, futures, hoarding,
and speculation.  there are no simple slam dunks here that i can see.

ip addresses don't go with a business, they go with an operating network.
at the moment those things are usually just treated as equivilent, but i
think an auditor could tell the difference.
