I think this is actually kind of weak arm tactics.

If the org is getting new resources from ARIN, they will have to
sign an RSA from ARIN.  Now, I believe it is the case they could
leave their legacy blocks out, but if you're already willing to
sign a RSA for new resources and abide by the community's rules I'm
not sure many would object to doing it for the legacy block as well.
