There are ISP's who use address space reallocated via SWIP (as opposed 
to reassigned) to them by an upstream. This should make them a "known 
ISP" as reallocations are specifically to be used for downstream ISP's.

My definition of "known isp" would be an entity that:

- has IPv4 or IPv6 resources allocated to them by one of the following:
   a. directly by ARIN
   b. by an upstream provider reallocating space to them via SWIP of
      at least /24 (is it even possible to reallocate less than /24?)

It would be difficult to argue that ARIN does not know that 
organizations meeting one of those two criteria are ISP's.
In the second case ARIN is relying on the upstream provider to
vet the assertion that the downstream customer is an ISP and
not an end user.
