[ppml] 2006-2 v6 internal microallocation

I'm not convinced such a suitable protocol alternative (for all allowable
uses of the policy) will ever be developed, let alone fully deployed. I'd
favor avoiding a sunset clause in favor of changing the policy later if
needed.
