I agree with this. ARIN should not reuse the old InterNIC
hostmaster key because ARIN is not the InterNIC and ARIN
is also not the only successor of the InterNIC. Creating a
new ARIN key is trivial and ensures that the PRIVACY of
this key can be known and maintained.
