Could estimates of impact give measures of impact?
Is the impact judged to be significant because of the number of effected
components or because of the level of effort required?
You say "implemented within 3-6 months from the date of the ratification",
which doesn't sound like a large effort, unless you mean 3-6 months with
the entire ARIN staff devoted to nothing else. :-)
