[ppml] Address Space versus Routing Slots

I think that will depend a great deal on the level of v6 deployment
at that time, the viability of v6 at the time, what policies are
adopted by the RIRs, and the phase of the moon.

Sorry... My crystal ball just doesn't extend that far.
