What am I missing?  What's the point of having IPv6 if people can't 
actually get it and route it?

Nobody's suggesting it be "unlimited."  If it were "unlimited" ARIN 
wouldn't need to be involved.  I just don't see why it's not allocated the 
same way IPv4 is.  It's just integers, not magic.
