Agreed. There is more than one way to maintain reachability
using existing protocols and technologies. In any case,
if ARIN were to use a geographical allocation plan for
PI addressing, nobody would need to take immediate action
because everything will continue to work as before. The
technique you described is one way that ISPs can mitigate
the problems caused by too many PI allocations. However,
no-one is certain that there ever will be too many PI
allocations because the multihoming requirement is a
significant barrier to entry.
