I respectfully disagree.

The reason for an organization to get space under this policy is so they
can use it...  Most organizations looking for space from ARIN aren't
doing it for internal-only use -- they expect to be connected to the
IPv6 Internet.  As such, policies need to be congruent with expectations
and best practice.  Sticking our collective heads into the sand and
claiming it is someone else's problem to solve is contrary to that
congruency.  Perhaps market conditions (prefix count settlements between
peers, etc.) might change in the future, but for now that's where we
stand.

As such, I cannot advocate such a policy.  It is likely to create a TWD
or swamp of relatively large proportions as every man, woman, and child
makes a run on IPv6 address space.  The goal of a small routing table
must remain; there are some great technology ideas behind that goal.  A
policy for PI space must support reasonable adoption today where
renumbering costs are very high, while balancing the future solution
space for multihoming using PA-oriented locators to maintain scalable
routing tables.
