[ppml] Wiki experiment for policy proposals

FWIW, I am not terribly keen on the idea of Wiki as a policy forum.  I find
the interface provided by wiki to be clunky and poor in featureset when it
comes to editing.  If you want to go to a group-writeable policy whiteboard,
I'd much rather use something like CVS or SVN.  They have web-based
interfaces,
but, don't penalize those of us that prefer more feature-rich editing
envirnoments.
