[ppml] Policy Proposal -- Recommended v6 aggregation practices

I dont support this proposal and it is completly unbalanced.  2005-1 is a positive step.  But this just slams the door on other users that need to mutihome to support their customers.  This is a step in the wrong direction.

Also, this assumes that _all_ multihoming is done with PI space.  I would, 
of course, much prefer to see that be the case, but you might want to make 
it explicit.
