This is an attempt to rename this thread a little more accurately.
Also, remember that reassignments are done not just for transit ISP
customers but also for hosting customers. For the majority of the hosted
customers, they may never get a direct allocation from ARIN. In this
scenario, the hosting provider needs to reassign this address space as
used by a customer to justify its own address expansion requests.
I have been informed that reassigning to the Hosting Provider with its
abuse/noc contact and with description "Hosted Customer A" is not
acceptable.
