The problem with just removing it is that there could be organizations
that SHOULD be LIRs, but, are not yet LIRs that choose to get their
initial allocation under this policy.  If you do not fit some
reasonable model of end-site, then, you probably should be in the
LIR policy.

If you are selling transit services, for example, you should probably
be an LIR and not an end-site.
