It is an unfortunate label for a reasonably concept. It is
defined by a business relationship with one or more providers, and
a lack of such relationships with customers. That seems pretty clear
except for cases where large organizations are providing service to
departments or other subsidiaries. In that case is it enough to
create a provider->customer relationship?
The problem is that the label "end site" strongly suggests a
charactaristic of physical location which is not at all a part
of the thing being defined.
Perhaps there is some better label for the concept of "not an isp"
than "end site"?
Separate from this semantic problem is that some folks appear to
prefer a location based concept over an organizational one.
