[ppml] Direct PI assignments in IPv6

It might help to sort out this policy issue if we imagine what the world 
would look
like if there was no IPv4 network currently in place.

In that case, the current Internet would all be addressed using IPv6.

All companies would have Internet connections using PA addressing
from their upstream providers. 

We would be discussing a new policy that would allow these companies
to migrate from PA IPv6 to PI IPv6.

Some companies would have purchased an IPv6 network connection
for each office and therefore each office would have its own /48. The 
entrenched
network architecture would make it difficult to renumber into a smaller 
block
of space.

Some companies would have a centralised model where their Internet
connectivity goes into their main data center and all their offices have 
frame relay or ATM or IPv6-VPN connections into the data centre. They
likely have a single /48 for the entire company or else a /47 under
the very large company exception.

Our job would be to come up with a sensible policy to allow these
companies to transition to PI addressing in a relatively gentle way
without much disruption. The reason for transition is that Internet 
connectivity
has now become so important and mission critical that:

A) It MUST NOT be disrupted
B) It MUST be redundant and multihomed

Current proposals to allow PI addressing do not satisfy item A.
