Indeed.

Assume for example that I have a pair of load balancers (one active, 
one standby)
with 10 virtual IP addresses, and 100 physical hosts behind it.

I could make an argument for this to be any of 1, 2, 10, 12, or 102 
devices,
and likely other amounts too.
