This is correct. This was the consensus. However there are a few more 
steps in the process before 'consensus' is finally declared. Just to 
clarify, the APNIC policy process requires all policy proposals that 
reached consensus at the SIGs to also reach consensus at the Member 
meeting on the last day of the meeting programme. The policy is then 
circulated on the mailing list for a period of 8 weeks to allow further 
comment and input from the community. If there are no substantial 
objections during this period, it is then put to the EC to endorse the 
proposal.
