I don't think the intent was to restrict it, but, to allow people who
had already qualified for V4 delegations to use it as one method of
v6 justification. If the policies are made consistent, then, the
fact that you already made it through the process for a V4 allocation
does provide substantial evidence that you should be entitled to
a V6 allocation.
