[ppml] Maps for RIR regions not correct

At http://www.arin.net/community/RIPEcountries.html and
http://www.arin.net/community/APNICcountries.html the maps are
not correct. In particular they identify Central Asian countries
that were formerly part of Soviet Union as being in the APNIC
region where as those countries receive ip space from RIPE (they
are properly listed in the list of countries - its only the maps
that are wrong).

P.S. No need to reply especially on the list unless I'm wrong
in above. I'm ccing the list just in case and main message is
addressed to ARIN webmaster.
