This is the more troubleing statement to me. The later statement,
"registered in /48 units" is vague as to meaning. However this
statement seems to suggest any assignment must be registered.
ARIN staff can correct me, but I suspect in the ARIN region no one
has come back for a second allocation so we've never tested the
documentation rules.
