The ITU represents neither of the groups you describe.  The ITU represents
the governments of the various nations.  Unfortunately, the governments
tend, quite often, to represent the monopoly PTTs better than the general
populace.  However, governments often have their own additional agenda as
well, further complicating the ITU scenario.

In any case, the least represented in almost every case are the general
populace.
