Please note that this is a revision of one of two drafts presented in
the last ARIN meeting (Reston) about Unique Local Addresses for
IPv6. Reviewing the archive of that presentation is probably useful,
see
http://www.arin.net/library/minutes/ARIN_XIV/ppm_minutes_day2.html#7.

(The second draft discussed in the presentation has expired and no
longer appears in the IETF draft repository. It was previously
referred to as:
http://www.ietf.org/internet-drafts/draft-ietf-ipv6-ula-central-00.txt.)

The discussion at the meeting and on ppml afterwards about the ULA
draft got....heated. But reservations and objections to proposals in
the IETF tend to be most successful if they are calmly worded, based
on the specific proposal in the draft document, and accompanied by
suggestions as to better solutions.
