Yes & no, this is true because we can change policies in the future, but in the case of a "temporary ARIN policy" it will automatically be removed from the NPRM at the expiration date without further action by the community. That is different from a "permanent" policy which would require a new policy proposal to make a change.
In this case, this policy proposal, if it is added to the NPRM, will automatically be removed from the NPRM on Jan 1, 2010, unless the community takes other action.
