Call it a hunch, but I'm guessing folks will want to play in explicit 4 byte 
space with routes that shouldn't leak, and that may be on a network that's 
live enough.  (Ok, no one's supposed to play with live networks, but enough 
people do.  Some even intend to.)

At this point, it's commentary, and not an objection to moving forward with 
the proposal.
