It would appear that you either have to provide a radically different
routing paradigm that can carry a large amount of fine-grained detail,
or you have to provide a radically different inter-provider settlement
regime and a coupled QoS regime that commoditises packet transit,
so that all possible paths have indistinguishable performance
characteristics.

[btw, the latter is effectively what happened in the multi-provider PSTN]
