Nope. They should get a /48 unless they can convincingly show that
they'll never need more than a single subnet.

Can you show me the policy where this is outlined? I don't know any
RIR IP addressing or membership policy which suggests any
responsibilities in regard of routing matters.

Routing-wise yes. Organizationally most often not.
