arin certs are available, and presumably renewable, if one has
a signed agreement with arin for any reason.  i.e. no aditional
cost, requirements, ...  i presume that this means that the
cert is renewable no questions asked in the future.  so i am
not too worried about the certification of my identity in this
case.  i do not know whether this is or will be the mode with
other rirs.

then there are the certs which allow the site, isp, ... which
has an asn and/or address block(s).  if the issuers will
promise to renew those certs with no further fuss, then it
seems reasonable.  

i suspect that if, renewal or revocation of certificates which
allow the site/isp/... to route packets is administratively
encumbered more than it is today, those encumbering packet
motion will quickly find themselves out of the certification
business and in the courts.
