[ppml] Impacts statements

I like seeing that there are staff and legal impacts being presented 
along with the policy proposals.  However, it would be good to have 
the impact statements available in advance.

I'd propose something like - prior to a meeting, at the time of 
announcing the policy proposals for a meeting (like 
http://www.arin.net/mailing_lists/arin-announce/0430.html), it would 
be helpful to have the impacts available and announced then.

This is a balance between the need to have time to review the impacts 
and not having the staff research less-than-half-baked proposals.
