This is not an aside.  This is addressed in the proposed policy.  The policy
draft states:

If the organization grows to require more space, it will not be entitled to 
an additional block, but rather may obtain a new, replacement block of 
sufficient size to meet its needs in exchange for making the commitment to 
return its existing block within 24 months, so that it may be reassigned.

Thus, no need for sparse allocation, as, larger allocation requires a 
renumber
to the larger allocation.  Only one allocation per AS under this policy,
except for 24 month transition period where maximum of 2 allocations is
possible.
