[ppml] Petition Request for Whois Proposal

I support this petition.  While I don't often find myself in agreement
with Michael, I do feel that there is work to be done on both the WHOIS
AUP and the data validation process thereof.  I don't necessarily think
that the wording in this proposal is completely right yet, but, I think we
should continue to work on it.
