At the risk of opening a huge can of worms.....

Perhaps the RIR's could help each other by trading backup hosting
for whois services.  That is, ARIN would set up a server to mirror
whois.ripe.net, whois.apnic.net, whois.lacnic.net, etc.  RIPE would
do the same, and soforth.

It would provide an in-region mirror of worldwide data, provide
very good geographic diversity, and I think the RIR's are already
working on moving data between them as they do things like clean
up the legacy space.
