[ppml] Policy Proposal 2004-3: Global Addresses for Private N etwork Inter-Connectivity - revised

Michael,
It makes an explicit statement that global IP addresses have been and can be
used for private network connectivity when private addresses fail to satisfy
the need.  As such, it is NOT new policy, but a proposal to change the
policy statement to reflect an aspect of current policy that has caused
misinterpretation/confusion.  All current ARIN process/practice for request
analysis/approvals are still place with no change.
