Wrong.
ULAs are easy to track back to the source. First check the DHCP6
server and if it's not there, someone on the LAN has an 
unauthorized machine. Traceroute should localise the switch
and then you can check the MAC address and ask the switch
which port it's plugged into. It can't be an external source
because there's a filter on the Internet gateway blocking the
whole ULA range.
