That is NOT ture.  What is currently the Africa portion of ARIN is only
part of what will become AfriNIC.  Part of what will become AfriNIC is
currently served by RIPE.  Part is currently served by APNIC.  There
is no one-to-one correlation here, but, overalapping different fractions.
It's downright messy.
