[ppml] Allocation and reallocation

The only place I found that reference, it referred to the "reassignment" information
for the assignments issued out of the suballocation.  That is, ARIN->LIR->subsidiaryLIR->
customer the subsidiary LIR was required to have the "reassignment" information for
the customers they had allocated to SWIPped (or in RWhois) prior to LIR issuing another
ALLOCATION to subsidiary LIR.
