[ppml] Allocation and reallocation

There are differences in the justifications required and other aspects of the process
for getting space between assignments and allocations.  (Believe me, I've been
through both processes).

End-user assignments are a much simpler process and that is how it should be.  A single
organization which can justify sufficient space and wants to multi-home should still
be expected to live up to the principals of address conservation, efficient utilization,
etc., but, there is no need for them to understand SWIP or RWHOIS.  There is no need
for them to deal with any of the sub-allocation or "re-assignment" (misnomer since
it's assignment and re-assignment is not allowed, but, re- distinguishes between
an LIR assignment (re-) and an RIR assignment).  End users receiving assignments
are not becoming LIRs.  Organizations receiving allocations are LIRs.
